In 1993, MML created its oldest ambassador program, Municipal Government Works (MGW), to promote citizens' awareness of and interest in the government in their communities. As the level of government closest to the people, municipal government offers its citizens the best opportunity to be heard and directly influence the quality of life in the community. Self-governance is dependent, however, on the awareness of citizens and the level of commitment they have to participating in government.

Historically, MGW Month was celebrated as a week-long initiative in April from 1993 through 2004, known as Municipal Government Works Week. In 2005, MGW became a month-long initiative before moving to November in 2008.
