Stormwater is the water that flows off of impervious surfaces, like parking lots, roads and roofs. It can carry bacteria, nutrients, and other pollutants into local waterways. Excess stormwater can lead to flooding and cause damage to infrastructure, private property, and people.
Maryland’s Department of Natural Resources has opened two grant programs that municipalities can use to strengthen greenspace, engage residents, and advance environmental goals.
The Greenspace Equity Program Appraisal Funding Grants cover the costs of property appraisals in underserved and overburdened communities, helping towns and cities take the first step toward acquiring land for new parks, trails, and green spaces. A total of $120,000 is available, with applications due by 3 p.m. on Wednesday, October 8, 2025.
Governor Wes Moore has announced the launch of the Local Government Energy Modernization Program, a major new funding opportunity to accelerate clean energy planning and deployment across Maryland’s incorporated towns, cities, and counties.
Administered by the Maryland Energy Administration (MEA), the program will provide $64 million for planning and capital projects that reduce utility costs, modernize infrastructure, and advance Maryland’s goal of reaching net-zero emissions.

The Biden-Harris Administration recently announced a $1.35 billion increase in federal funding to address climate resilience nationwide. Federal Emergency Management Agency (FEMA) Administrator Deanne Criswell revealed that this funding is available through two critical grant programs: the Building Resilient Infrastructure and Communities (BRIC) program, and the Flood Mitigation Assistance (FMA) program. These funds aim to enhance disaster preparedness, protect people and infrastructure, and mitigate flood risks nationwide.
The Building Resilient Infrastructure and Communities (BRIC) program offers $750 million for projects aimed at mitigating risks from natural hazards such as floods, hurricanes, and extreme heat. Maryland municipalities can leverage this funding to support initiatives like stormwater system upgrades, reinforcing public buildings, and developing green infrastructure to enhance resilience.
