The Maryland Municipal League and President Mitchell Announces MML Caucus Groups
(June 26, 2023) Annapolis, Md. – The Maryland Municipal League (MML), which represents 157 cities and towns and two special taxing districts in Maryland, announced the formation of MML Caucus Groups after a unanimous vote by the MML Board of Directors. Launching caucus groups was a priority for President Denise Mitchell in her 2022-2023 term, modeled on the National League of Cities (NLC) efforts.
As the NLC First Vice President of the National Black Caucus of Local Elected Officials, President Mitchell has seen this concept work and understands the value it will bring to the League.
“I am truly elated to implement the MML Caucus Groups today,” said President Mitchell. “This has been a dream of mine since I assumed the role of MML President-Elect. As local elected officials, we must both understand who we represent and embrace all Marylanders with respect as we strive for stronger communities.”
The caucuses are open to all municipal elected officials, appointed officials, and staff without bias. All will be provided space to express themselves and advocate for their community. MML will provide meeting space during summer and fall conferences, an MML online platform to engage year-round, and opportunity to present at all MML Board of Director meetings. These groups will also serve as a resource to the Maryland Municipal League in the formation of its policy agenda, leadership development and communications to all members at large.
“This is a defining moment for MML - the creation of caucus groups reflects the diverse interests and backgrounds of not only our members but the 2 million Marylanders we serve every day,” said CEO Theresa Kuhns.

- Maryland Black Caucus of Local Municipal Government
- Maryland Hispanic Caucus of Local Municipal Government
- Maryland Women of Local Municipal Government
- Maryland Asian Pacific American of Local Municipal Government
- Maryland Lesbian, Gay, Bisexual, Transgender of Local Municipal Government
- Maryland Indigenous People of Local Municipal Government
- Maryland Young Municipal Leaders
