MML Call for Leadership

On behalf of the Maryland Municipal League, it is my distinct honor to announce the call for leadership. In addition to being the professional trade association for Maryland’s local governments, MML has 30 various groups under its umbrella offering our 160 members, its elected officials, and municipal staff opportunities to engage, volunteer and support the mission. Our amazing volunteer leaders continue to inspire, lead and connect Marylanders- and we are grateful to you for your time and dedication to supporting the Maryland Municipal League and our mission.

In this memo, you will find information and applications pertaining to the MML Board of Directors and the three standing committees of MML: Conference Planning Committee, Engagement and Outreach Committee and the Legislative Committee. In addition to these bodies, MML also offers the Maryland Mayors Association, eight municipal staff department affiliates, nine regional chapters, six caucus groups and other appointed groups such as the Audit and Nominating Committees as well as the MML Insurance Agency. MML also routinely places members on various state task forces across a broad array of industries. If you are interested in learning more about any of these groups, please contact Paula Chase Hyman.

All members serving on any MML body must sign an MML Code of Conduct in order to participate in the first convening of the term, and all leadership, including the full Board of Directors, are required to participate in MML leadership orientation. The in-person option will be offered on Wednesday, June 26th at the Summer Conference. If you are unable to attend, a virtual option will be offered by MML staff. Nominations are now being solicited for the 2024-2025 MML Board of Directors for both At-Large voting director positions (10) and President-Elect, all of whom are elected by a majority of League members and announced at the 2024 Annual Business Meeting on Tuesday, June 25th at the MML Summer Conference. The MML Board of Directors conducts the affairs of the League between business meetings and general membership meetings and adopts policies of the League. All terms are for one full year, commencing after the Annual Business Meeting to the following year’s convening. Completed applications are now being accepted and must be received by May 31st, 2024, with no exceptions.

In preparation of the 2024 election ballot, the MML Nominating Committee will give equal consideration to all applications submitted correctly. Voting will commence on June 14th online where a ballot and link will be sent to the voting representatives of each municipality. Online voting will end on June 21st. In person voting will take place on Monday, June 24th from 12-2 p.m. at the MML Summer Conference.

Per the MML By-Laws: President-Elect candidates shall be duly elected officials of a member municipality in good standing and may not be representatives of a special taxing district. All candidates are required to have served at least two years as a voting member of the Board of Directors.

Candidates for the At-Large position, in addition to being an elected official of a member municipality in good standing, must have served one full term on one of the three standing committees prior to serving on the Board of Directors.

In addition to the Board of Directors, MML seeks volunteers for its three standing committees. These applications are also due May 31st, 2024. Standing committee members will be selected and announced prior to the MML Summer Conference. As with our MML Board of Directors, committees play an important role in overall operations and in supporting the League’s adopted strategic plan. Please see below for descriptions of the committees.

Conference Planning Committee

The MML Conference Planning Committee (CPC) serves as MML ambassadors to the annual Summer and Fall Conferences. Committee members promote attendance among municipal colleagues and serve as volunteers onsite. The committee typically meets up to six times a year. The committee reviews evaluations, support conference themes and overall vision as well as reviews workshop and speaker submissions with staff. 15 seats total. Staff liaison: Stacie Spragins, Steve Lopes.

Engagement and Outreach Committee

The Engagement & Outreach Committee (E&O) is tasked with raising awareness about the role of municipal government, its officials and the League’s mission. Committee members coordinate a broad array of outreach programs including the annual “If I Were Mayor…” MML Essay contest and MML Banner City/Town. The committee may meet up to six times a year, including a virtual essay reading and essay ceremony. 15 seats total. Staff liaison: Sharon Easton.

Legislative Committee

The Legislative Committee (LC) is responsible for providing feedback and taking positions on legislation with regard to its effect on municipalities as a whole. Committee members are composed of elected and appointed municipal officials as well as department representatives. The Committee meets often, typically every seven to ten days during the General Assembly session and throughout the year. No more than 21 appointments. Staff liaison: Angelica Bailey Thupari.
